Kinetic energy - recharging batteries

Almost all transportation vehicles have on board generators to recharge their batteries, in the case of automobiles the generator is attached to a belt. Virtually only freight railway cars lack such devices.There are over 300000 freight railway cars and locomotives pulling them in the United States alone.
The idea is to retrofit railway cars with a round metal, belt welded to the axle which is equipped with cogwheels - which in turn rotates an attached generator. Batteries in the railway cars are constantly charged when the train is in motion.  Kinetic energy is used when this system is linked with  the breaking
apparatus.
